It’s not really “observation” or “awareness” that causes quantum waveform collapse, it’s interaction with other systems. This interaction is referred to metaphorically as “observation”, but the truth is that conscious minds are totally unnecessary to cause the collapse of a quantum state.

Flea understands that you don’t say “what is the worst that could happen?” The universe takes that as a challenge. So he is right to accept responsibility for screwing up Ron’s power (apparently the siphon effect is short lived).
It’s because he started thinking ‘Wait a minute, how AM I doing this?’ and once he started that thought he stopped reacting on instinct and not knowing how he was doing it he stopped being able to do it. It’s like how once you get used to walking you can stumble and fall because you suddenly started overthinking what you’re used to doing instinctively.
