I am glad to see drama averted between him and Cecil, although I wonder why he didn’t just say “I only just now found out about the party myself. I was just going to play video games with Ron.”
It’s not the years, it’s the mileage. Although Tyler’s less interesting in some regards than Cecil.
Let’s see, he’s been a part of two extraterrestrial alien invasions (technically, the Dax-Ra thing was more of a raid, but we’ll pad the resume), an extradimensional alien incursion, gone walkabout in multiple dimensions, hung around the Revenant investigating meta-corporations and recently had a stint coordinating teams spread across multiple dimensions and star systems.
Panel 2: (a) Have we seen any reference to Tyler receiving alerts (from whom? Probably the Revenant — or is it an EDL thing?) if someone’s cell phone is nearby at all before? Maybe I’m just forgetful, but it looks like a complete non sequitur.
Panel 2: (b) If Cecil “lost” Sarah, how did he get the invitation?
Panel 2: (c) Has Cecil really not heard about that stage of shadowing someone called “waiting for them to exit a place with only one door”?
Panel 4: Tyler really should have told Cecil as well that the sleepover has turned into a night of metahuman kids being everywhere. This seems to be the first time they are discussing the sleepover; I guess I forgot that Cecil was originally planned to be invited as well as Ron (page for 2016-05-16).
Panel 5: (a) Why would Cecil need another invitation, since he has the one he showed Tyler (regardless of how he got it)? This feels clumsy.
Panel 5: (b) Why would Cecil need to “infiltrate”? He’s presumably going to be getting in as Tyler’s guest.
Panel 5: (c) (Responding to Cecil’s question) There’s a new guy in the EDL who can detect peoples’ souls. I don’t think your cloaking device can hide from that.

Actually, thinking about it, given that Cecil basically transformed into Kid Cthulhu during the battle with Order and Chaos . . . I can see much hilarity ensuing from Cecil, wearing his jacket, interacting with Necronomik.

3. he’s a kid. That’s like asking if he just wants to look at candy and not buy any.

That and he didn’t know how Cecil or his parents might react about asking for a “non” powered kid who didn’t have any superpowers sleep over.

Yes, in 2016-05-16, Tyler specifies that he’ll ask to invite Ron and Cecil. But in 2016-07-04, he says he wants to ask if a (single) friend can sleep over. An obvious mis-speak, and Toby flies off before Tyler has a chance to correct himself — and of course, it’s all moot anyway.
At this point, it looks like Cecil just wants to see if his gadgets will let him break into the EDL tower.

I think Tyler actually handled Cecil’s concerns pretty well. A big part of Cecil’s relationship with Tyler is based on them being really cool agent spy guys together. Cecil found out about the time Toby was born that Tyler has been lying about stuff to simultaneously make him think he was a in on the conspiracy and keep him out of the real conspiracy. On some level Tyler keeping this from him seems like Tyler is still keeping his meta life from Cecil. Cecil tends to see life in the term of spy games and addressing this like an attempt to invite Ron over that got out of hand might translate to spy as Tyler is covering for the fact that he’s still keeping meta stuff from Cecil. Tyler gave Cecil an explanation that likely translated to spy as be advised going to this event might blow your cover as a meta human however if you think it will be useful for information gathering I can get you an invitation.
