I’m 90% sure he’s a metahuman who is magically (or, you know, at least super-powered-ly) changing the sign, not somebody cleaning dust or a layer of paint off so perfectly with mundane means that it reveals a shiny but long-hidden sign beneath.
In fact, if they’re a professional super-duo, he might be “Glory.”
Or magical. Let’s not forget that the superhero genre also includes fantasy elements. Doing what they’re doing with a broom seems more in-line with magical powers than anything else.

Or he could just need a tool to focus his powers such as a paint brush, or that big scrubber for larger works.
Of course, it could just be camouflage/misdirection in case somebody did notice them, they’d probably blow it off as mundane if they weren’t paying close enough attention.
With the confused Confederate/Union Theme and the “Power & Glory” sign, I’m gonna guess they’re a new America-themed superteam setting up their clubhouse/headquarters.

Since my money’s on magical superheroes, I’m very intrigued by them being patriotically-themed. I can’t help but think about the idea of “American mage”.
Art critique:
Panel 1: Woman’s proportions (head in comparison to rest of body) look like that of a kid or teenager.
Panel 3: Woman looks older, more adult or, at least, Angie’s age.
The dude is more consistent, but I can’t tell his age.
My impression is just the opposite; in the first panel the lower foot is at about the fourth rung down, and his waist is about level with the top of the ladder, and in the last panel the lower foot is at the third rung down, and the top of the ladder is chest high. Some of that may be the ladder, though…

I’d guess neither – the nose is different. Wouldn’t be willing to bet more than the price of a diet Pepsi on it, though. And ditto on gender. I’ve been cautious making assumptions about that since finding out Alec was a boy.
Basically, it appears to me that the two of them have just bought the swap shop and are setting up some sort of freelance hero company with the two of them as “Power” and “Glory” respectively. And they might be waiting for some sort of business contact of some sort.

When I saw the preview in the RSS feed, I thought it was Cecil’s friend whose name escapes me.
