The Flea’s primary power is to be incredibly annoying to his opponents (like his namesake), and few things are as annoying as having some meddling kid stumble into your best-kept secrets :P.
It shouldn’t be surprising if he already knows of it. In no particular order:
1. The Flea is familiar with the place and we know it’s in town. It used to be Sam’s Swap Shop where rogue teleporter Charles Brigman operated from and was confronted in by the a super team from PS238.
2. When that team assembled, it was the Flea who already knew where it was and led them there. We can assume he has good area knowledge.
3. The Flea has amazing surveillance abilities thanks to being able to communicate with bugs.
4. A bouncy, leaping hero, the Flea can travel quickly enough through and across town.
5. An important detail: Sam’s Swap Shop was abandoned/closed down. It later sustained damage when Emerald Gauntlet rushed in to confront Charles.
All that would have to happen for the Flea to know that something is up is for the him to have passed by either close enough to directly notice that the place has suddenly been cleaned up and is operating, or close enough to hear from bugs in or around the building that something has happened to it.
Odd. I would think that Flea would immediately mention the last time he found something invisible (the Headmaster’s vessel, above the soccer field), and would have guessed that Cecil had gained his cloaking device from that (incorrectly, but how would he know?)
Here, Flea and Cecil both seem to have forgotten the incident.
I think he may have guessed that’s where it came from, explaining why he realized that Cecil must know a lot about invisibility–including enough to steal the invisibility for himself. It being hard to move around only requires having used it.
And now that the invisible speaker has been revealed to be Cecil (utterly unsurprisingly to those of us paying attention), I notice that the art for his speech balloon on the previous page has been fixed (that is, he was always using the voice distorter).
lol, is this a subtle nod to the marvel villian “the hood” who can walk on air, but not run, and can only be invisible for as long as he can hold his breath? (Honestly, why they decided to upgrade such a weirdly gimmicky guy to major villian status, I’ll never know.)
Because some writer was a fan of the character and felt he deserved ‘his due’ and wasn’t appreciated enough, it happens with villains as well after all and not just heroes. Arcade for example got one of those ridiculous villain upgrades because someone fanboy’d over him and felt he should be an Avengers-level threat when he really didn’t rate anything of the sort. Not every villain is or should be A-list major villain standing but some just can’t help but want it that way anyway.
Heh. Arcade is an amazing threat to normals and dangerous given time to adequately plan, but he is such a linear thinker that one person thinking outside the box or displaying a rarely used power or inventing a new power stunt pretty much ruins his day. That whole “entertain me!” aspect of his personality is also a huge Achilles’ Heel.
Just out of curiosity, was the Avengers vs Arcade issue for the month of April? 😀
Perhaps Power & Glory can only be seen by people who are looking for it, or some such magical criteria, and the Flea is looking for a way around that. Cecil has access to both magical powers (his cloak and his body) and technological ones (the cloaking device, the shrink ray), and he has experience solving super problems in both realms, so maybe he can figure out his way around such protections.
the Flea is most likely looking for help with his usual after-school project — Praetorian Academy (he knows they’ve got cloaking tech of their own obviously) … and asking Cecil who feels it’s his duty to infiltrate them — is probably NOT a good idea
If Cecil’s serious about being a secret agent, he needs to work on being more in shape. Normal Humans are easily outrunning him (it looks like his problem is going the distance). I heartily recommend he start jogging regularly.

He also can get a consult from the Revenant AND a super-computer at no notice, so … yeah
