So whoever the Headmaster was back then stole the Prototype.
He forgot to log out and got taken over by the AI of the Prototype.
Now he is the headmaster and is plotting something. Perhaps “architecting” the superhuman world after a certain, primitive rule of perfection?
That, and she’s an arrogant kid trying to outdo an adult who is smarter than her, has a lifetime of experience dealing with more experienced supervillains, and who knows how much experience with her family. :p
Dr. Von Fogg was particularly peeved with the Union of Justice foiling one of his many capers, and Herschel has plenty of experience keeping an eye on Victor, so it seems like a good bet that Herschel does indeed know how to handle Von Foggs.
