If you lead people by superior intellect, they will be happy to follow you because you know how to keep them so. If you badger them with your intellect and try to force them in line, you will breed resistance.
Alex was home-schooled until the Academy opened, right? So she’s probably just seen her parents ruling and saw it as the ‘superior intellect’ thing and may have missed out on the more ‘backroom’ dealings that involved diplomacy.
Considering how they had senior students collecting prospective junior students before they announced that they were around, I suspect that PA predates PS238 by a significant amount. Established supervillains like the Von Foggs knew of them. Alex was probably at PA already when it opened. Either Victor just happened to be the right age when PS238 opened, or their parents decided for some reason that he was the better choice for who to plant there to find out how the Union of Justice was at teaching. In either case, Victor probably knew exactly what was going on with the PA recruitment efforts as soon as he heard about them. We just didn’t find that out because somehow he managed to be circumspect about this one thing. Maybe there’s an element of shame in why he’s not there.
It’s not another person’s job to make an individual happy. Now, to the best of my knowledge there are programs in place in the public school system where BULLIES get specialized mediation training. While I am sure they benefit from learning how to resolve conflicts peacefully, and they probably wouldn’t have been given the opportunity to learn it otherwise, I still think they should give the opportunity to all students not just the one who needs help and has the perspective that “the strong take from the weak.”
I’m not saying that “the smart take from the strong” philosophy is a better one. After all, it is a beautiful lie. However, I’m stating that that everything is a matter of perspective and and it seems that the system that is in place is a corrupt one either way.
Or more likely, they learn calmer, more rational ways to terrorize their fellow students. My other thoughts on the matter are definitely in the ‘too soon’ category. :-/

Even Doctor Doom, when done by the right writer knows when to dictate and when to negotiate. Alex needs to learn this.
