        Mr. Extraordinary /probably/ isn’t number 1. The numbered FISSes are, presumably, public knowledge, and everyone would want to know who number 1 was. Mr. Extraordinary ‘s F capabilities were, presumably, never officially confirmed until the History Report, and possibly not even after that.

        So he’s either retroactively 0, or one of the Unnumbered.

          Mr. Extraordinary’s flight was unknown up until the time of his escape, but may have been confirmed at any point after that date.

          He is number 1. This is confirmed in a later arc. In the same arc we find out who the 82nd FISS is, and I think Ron’s number 83 based on this. His dad’s FISS number is going to be a lot harder to figure out since we don’t know the distribution of FISS types. (Basically, are there more younger FISS types or are they more evenly distributed.)

          That said, I’d guess Atlas is in the forties to fifties since we know that someone born about fifteen to twenty years before Julie is number 70-something. Atlas is about that much older than him and there seems to be about 1 Fiss per year or so on average.
