You can’t sue at that young I don’t think, and he can’t cite his parents neglect without revealing their identities. Unless he gets the Revenant to set the case up for him.
Oh I’m sure there’s some metahuman who’d be willing to sue for custody on Tyler’s behalf instead of full-on emancipation.
And can’t you just picture there being some sort of super-court for organising trials/suits against metas without dabbling in such troublesome things as secret identities.
Unfortunately Toby gets treated just fine by Tyler’s parents, couldn’t really justify removing him from their custody because since he’s the son they always wanted they actually treat him like an actual son instead of the child they actually produced.
Tyler on the other hand, well if they didn’t get protections from the consequences of their behavior towards him due to being super-‘heroes’ they’d be in jail for child endangerment at the least. Even Tyler noted early on that having some ‘grand destiny’ doesn’t mean anything if you get killed by the stupidly dangerous situations they kept putting him in certain it would power him up.
Reminds me of an issue of DC comics back in the classic days after the reveal of the meta-gene and wannabes hanging out together, one’s telling another how an absent member of their wannabe hangout decided to hurry his origin and stuck a fork in a toaster. The second guy asks what kind of powers did he get only to hear ‘None, it killed him.’ Tyler’s parents were worse since they were inflicting those risks on their child trying to force destiny along rather than just risking themselves and in a world where Death is Cheap is NOT a trope.

I thought Toby specifically had all of Tyler’s memories up to the point where the remote was removed from his brain?
Nope. He has fragments, which is why he doesn’t know, among other things, that Tyler is Moon Shadow.
Also, I’m certain the case would be handled by the Department of Metahuman Affairs. They’re the ones who handled the cloning thing, after all.
