I think smarts and destiny left this party a long while ago. That is, the parents have no faith in their kids, they were already told/saw their efforts to save the world during the invasion. They wanted capable kids, a legacy, and that legacy is already here in duplicate. Their remaining job is to love and support, not dismiss.
At this point, the Powers are completely in the thrall to the various angel/demon thingers. While that doesn’t completely mitigate their actions, we should read what they say in that light.
Sadly their lines would have been little different if there were no imps. They are super-powered stage mothers. They have two capable sons. Even if Toby’s not quite as snappy as Tyler, he’s still a lot younger (effective terrible two’s with power? eek) and brighter than their parents.
I’d say Toby’s past the terrible twos. If he wasn’t, he wouldn’t have recognized the issue with the chaos happening in response to his ordered actions. I think his main problem is he has big gaps in his memories which could be explained by the remote control device that had been in his head, except for how amazingly plot convenient they are.
