Well to be fair it was a brainless clone not like he would actually be killing a person, it was just a remote-controlled organic robot effectively. Not like he had any reason to think it would develop powers or someone would manipulate it to gain self-awareness and independence (and given he grew his own brain he’d have probably regrown a missing head without much difficulty).
