I suddenly find myself wondering in rereading this about Tom’s immune system and his powers in general, since tooling around in earlier eras he’s at a major risk of causing a pandemic, like bringing back Smallpox or the Spanish Flu when he travels around in time like that.
I think there’s only one or two characters in this comic who can understand what a nonlinear, non-subjective viewpoint is. He or they, depending on perspective, recognize the limits of the other characters. As such, the big ball description is out.
Probably a High Plains American accent. In the first issue there was a letter from parents with a child who had time travel powers, and they lived in Wyoming.

Perhaps he did. Perhaps that’s the situation in a lot of those pandemics.
Strange way to describe time…I heard that it’s a big tangled ball of timey, wimey…stuff.
😉

Should this ever get animated… would Tom have an English accent?
